The Law Firm of McGinty & Belcher Attorneys, PC was formed on September 1, 1989 with Kathryn Belcher and Richard McGinty. Robyn Rebers joined the firm on January 1, 2005.


Kathryn Belcher

Kathy Belcher is a partner with the firm. She was born and raised in Liverpool, England, and came to Salem, Oregon, in 1980. Kathy received her under graduate degree from George Fox University, Newberg, Oregon, and her Juris Doctor degree from Willamette University College of Law, Salem, Oregon. Kathy is licensed to practice law in the State of Oregon, the Federal District Court of Oregon, the Ninth Circuit Federal Court of Appeals, and the United States Court of Appeals for Veterans Claims. She is a member of the Oregon State Bar, the Oregon State Bar’s sections on Elder Law and Estate Planning and Administration, the Marion County Bar Association, and Oregon Women Lawyers. In addition she is a member of the National Academy of Elder Law Attorneys.

Kathy's law practice focuses on all areas of estate planning with emphasis on the planning needs of the elderly and their families, including wills, trusts, powers of attorney, advance directives for health care, long term care issues, Medicaid planning, guardianships, conservatorships, and probate. She is a frequent speaker on estate planning and elder law topics, regularly presenting educational seminars for public and private groups.

Richard McGinty

Richard McGinty came to Oregon in 1983, after a stint as a US Army Signal Corps Officer, to attend Law School at Willamette University. Richard, along with three other students, was in the first group of students to ever graduate from Willamette Law School in two and a half years instead of the three years traditionally taken to complete law school. Richard also has a Master of Business Administration (MBA) from the University of Georgia, Augusta Campus.

Richard has been representing individuals with injuries and disabilities since 1986. He initially focused on Personal Injury, Workers’ Compensation and Social Security law. Since 2000, Richard has limited his practice exclusively to Social Security law and Veterans benefits. Richard’s Social Security practice involves helping his clients get benefits relating to Social Security Disability, Supplemental Security Income, Widows/Widowers benefits, Disabled Adult Child benefits and Children’s benefits. Richard litigates well over a hundred contested hearings each year before the Social Security Administration. Richard’s Veterans Law practice involves representing Veterans at the Board of Veterans Appeals and the U.S. Court of Appeals for Veterans Claims.

Richard is a member of the Marion County Bar Association, Multnomah County Bar Association, and Oregon State Bar. Richard is licensed to practice law in the State of Oregon, the Federal District Court of Oregon, the Ninth Circuit Federal Court of Appeals, and the United States Court of Appeals for Veterans Claims.

Richard presents a class on Social Security Disability Law every Fall to Willamette Law School students.  Richard also gives presentations about Social Security law and Veterans benefits to interested organizations. Richard is a member of the National Organization of Social Security Representatives (NOSSCR) and the National Organization of Veterans Advocates (NOVA).

Robyn Rebers

Robyn M. Rebers has been an attorney with McGinty & Belcher since January of 2005. Robyn received her undergraduate degree from Bemidji State University in Bemidji, Minnesota, and her law degree from Willamette University College of Law.  While in law school, Robyn was a member of the Willamette Law Review.  Robyn practices Social Security Disability law and assists clients through the Social Security appeals process. She represents clients at hearings before Administrative Law Judges and in the Federal District Court of Oregon. Robyn is licensed to practice law in the State of Oregon, the United States District Court of Oregon, and the United States Court of Appeals for the Ninth Circuit and the United States Court of Appeals for Veterans Claims.

Robyn is a member of the Oregon State Bar Association, the Marion County Bar Association, the National Organization of Social Security Representatives (NOSSCR), and Oregon Women Lawyers.

Robyn is on the Board of Directors for her local Homeowner’s Association and enjoys spending her free time with her husband Jeff, and Golden Retriever, Bear.

Stacey Mealer 

Stacey D. Mealer, formerly Stacey D. Bond, joined the firm of McGinty & Belcher, Attorneys, PC, in April of 2009.  Stacey provides legal services in all areas of estate planning, including wills, trusts, powers of attorney, advance directives, along with conservatorships, guardianships, and probate. Stacey practices from the firm's Salem and Newport offices. 

Stacey is a lifelong resident of Lincoln County, Oregon.  She was born in Bonners Ferry, Idaho, and moved with her family to Waldport, Oregon when she was 2 years old.  She graduated as valedictorian from Waldport High School and graduated from Oregon State University with a bachelor of science degree in business administration.  Stacey graduated from the University of Oregon School of Law with a Juris Doctorate degree.  After her graduation from law school she spent several years in practice with Richard D. Beeson, Lawyer, PC in Newport, Oregon.  She focused primarily on personal injury claims, wrongful death and insurance claims and assisted in many trials, arbitrations and mediations. 

Stacey is a member of the Oregon State Bar, the Oregon State Bar's sections on Elder Law and Estate Planning and Administration, the Marion County Bar Association, the Lincoln County Bar Association, and Oregon Women Lawyers. 

Stacey is thrilled to be working with McGinty & Belcher and carrying on the firm's moto of "Protecting you and the ones you love."  Providing excellent client service and giving back to the community has always been very important to her.  Stacey enjoys spending her free time with husband, Jim, children, Lindsey and Toby, and their 3 english bulldogs, 2 miniture goats, and cat.  She also enjoys camping and riding ATVs while enjoying Oregon's beautiful outdoors.

Tabbie Coulter

Tabbie joined the firm in November of 2006 and became the firm’s Office Manager in September of 2007.  She was raised in Oklahoma, but eventually returned “home” to Oregon where she was born. Tabbie received a Bachelor of Science Degree in Politics, Economics and Philosophy from Eastern Oregon University in 2002.  Tabbie brings 17 years of business management and customer service experience to the firm.  Tabbie enjoys spending her free time developing her new pygmy goat business and helping her husband, Robb, on their small farm.

Sonya Apodaca

Sonya has been with the firm since July of 2007.  As a Legal Assistant, she works closely with attorney Kathy Belcher at each stage of the estate planning, probate and guardianship/conservatorship process. Sonya has a Bachelor of Arts degree in Liberal Arts from Oregon State University. Her knowledge, dedication and attention to detail make her an invaluable team member.

Sonya is a published author of the children’s book, Chicken Dog, and is currently working on her second children’s book.  Sonya and her husband, Marcos, have a hobby farm and raise miniature animals including donkeys and Nigerian Dwarf goats.

Cassie Hutton

Cassie joined the McGinty-Belcher family in September 2009, as our receptionist.  Cassie is a great combination of enthusiasm and efficiency.  She greets clients and visitors, and assists with a variety of tasks within the office.  Her ready smile and caring personality make her the ideal person to greet clients and visitors.  Whether you call or visit our office, you can be assured of a warm welcome from Cassie.  

Cassie was born in Oregon and has remained loyal to the Willamette Valley ever since.  A graduate of Western Oregon University, Cassie received a Bachelor of Arts in English in 2009. Outside of the office, Cassie enjoys spending her free time with her husband, Nick, and playing with their adopted Boxer, Bandit.
